That note is read so someone can reply, keep ordinary business records, discourage abuse, and keep the listing usable.
Hosting and security providers may see basic technical signals that come with any visit. The cookie bar remembers Accept or No thanks in your browser so the banner does not nag you on every return. Choosing No thanks does not turn on optional tracking. The only preference stored is that choice itself.
